foo.c (forgot the include statement). Compiles with octave mex compiler.:

#include "mex.h"

void mexFunction(int nlhs, mxArray *plhs[], int nrhs, const mxArray *prhs[])
{
  mexErrMsgIdAndTxt("component:mnemonic","This is an error message.");
}
