How do you invoke 'octave' in the first place ?

Try to invoke 'octave' with full path; call from inside it 'version':

"
octave:1> version
ans = 3.0.1
"

to make sure you're using the right one.

Maybe if you make sure the version is correct the correct packages version will 
be picked.
