Yes this worked!!
So to summarize
download qtoctave
https://forja.rediris.es/frs/download.php/433/qtoctave0.6.8_octave2.9.15_Portable_win32.zip
unzip it to memory key folder
run qtoctave
then do
pkg prefix
pkg rebuild
pkg load
and now all packages seem to be working
