Could this be related to security settings?
I can't reproduce the problem: I downloaded the file from sourceforge and
uncompressed it (using WinXP zip decompressor) in the octave bin
directory. Everything works as expected. However I noticed that if
I start wgnuplot.exe from windows explorer, I get a warning dialog telling
me the program comes from another computer and that it might be
not secure to run it (I don't get this warning with executables installed
by the regular installer). Maybe your security settings simply refuse
to execute it?

I can "unlock" the executable by right-clicking on the file and selecting
properties (there's a "unlock" button at the bottom).
