Development on Octave-GTK has stopped. It was broken to begin with. IMHO
GUI bindings to Octave in general needs some good architecture/design
guidelines. I also tried to make Octave-FLTK work, but that was a
unsuccessful as well. I dont have knowledge of other projects, and
cannot comment. 

If you really want to see something happen, why not ask your
organization you work for to pay and support the development of a
Octave-GUI ?
