Octave 2.1.57 is a very old release that does not contain the package manager. You really need to upgrade to a more recent release if you want to work with newer software from octave-forge. If upgrading Octave is not an option, you can try to to unpack the 'nnet-0.1.3.tar.gz' file and use the m-files therein, but I doubt that it works.
