That is false.  With a few exceptions, Section 3 of the GPL requires
that the source be available under terms that are compatible with the
GPL, for all components that are linked together.  I don't think MKL
falls under any of the exceptions.  Note also that it doesn't matter
whether those components are statically linked, dynamically linked, or
whether the user does the link.
