The octave2.9-info package provides the documentation in info-format.
That's the thing you read when you type
doc cart2pol
at Octave's prompt.
What you probably want is the
octave2.9-doc
package, which provides the documentation in PDF format. Or
octave2.9-htmldoc, which speaks for itself.
