This windows version was built under MSVC by not a Cygwin
installer by Michael Goffioul.

The official binary on cywin is still 2.1.73.
If you would like to use 2.9.13 on cygwin
My testing binary can be obtained from

Please read readme in the web site.

Note that there are some known bugs on this testing
