I think there is something evil / wrong in the unstable version of 
octave that has to do with the PKG functions.

I down loaded, configured, "make"ed and "make installed" version 2.9.12.
The installed didn't work right and didn't fully update the binaries.  
It seems to have missed, at least putting, "fullfile.m" where it 
belongs.  Could it be that you are using some old version of such files 
mixed randomly with new versions?  This could make for some hard to 
figure out problems.
