Ivent used it. But something similar is  FEM  Octave, http://ideas.repec.org/c/cod/octave/c090801.html
I think theres nothing that should stop you from using Octave for such things. I remember we do not have eigs()
for several legal issues ?. But you might want to read David's advice on how to get it to work,  here
