I got octave 2.9.12 from debian archive. It seems that there is no
octave-devel package in debian archive, may be it hasn't been put into
debian archive?  It's ok for me to waiting for that.

p.s. I ever installed octave 2.9.10 by compiling the source, I can
install optim-1.0.0.tar.gz then
