I would like to know if there is a HOWTO for building Octave 2.9.12 from
scratch so that ALL of the features of Octave are available. I use Gentoo
Linux and am comfortable compiling sources using the standard
configure->make->make install process. I recently download the source code
for 2.9.12, but I noticed that several things failed when I ran `make
check', and I also noticed that some commands were missing from Octave
(e.g., rats()). I would appreciate any help that can be provided.
