Re: the manual of OCST in the Czech language

Please consider hosting language translations on octave-forge.

We have several goals:

   - central repository open to all
   - track changes in the original so translations are up to date
   - produce installable translation packages
   - provide on-line help for functions in your own language

The infrastructure has already been developed and tested with the 
portuguese translation.
