If you want a newer release of octave and you already have a system running one of the major Linux distributions, then yes, it should be much simpler than building your own on cygwin. Debian, Fedora, and their derivatives both have 2.9.x binaries available (though Fedora doesn't have 2.9.10 yet). I think SuSE does also.
