There is no 2.9.10 yet. Lots of people are using 2.9.9, but I still
consider the 2.9.x series to be a relatively unstable development
branch. When there is a 2.9.x version that we believe is ready for
widespread use, it will be marked as the testing (or "recommended")
version on the Octave download page, www.octave.org/download.html.
