Suggestions?

Hazen,

As a first step, have you looked in /usr/local to see if the octave .oct and .dylib files are installed? If they are, it's a path problem, if they're
not, it's an installation problem.

Joe

I have (starting in /usr/local):
(octave library files)
.//lib/octave-2.1.73/libcruft.2.1.73.dylib
.//lib/octave-2.1.73/libcruft.dylib
.//lib/octave-2.1.73/liboctave.2.1.73.dylib
.//lib/octave-2.1.73/liboctave.dylib
.//lib/octave-2.1.73/liboctinterp.2.1.73.dylib
.//lib/octave-2.1.73/liboctinterp.dylib

(octave .oct files)
.//libexec/octave/2.1.73/oct/powerpc-apple-darwin8.8.0/airy.oct
.//libexec/octave/2.1.73/oct/powerpc-apple-darwin8.8.0/balance.oct
.//libexec/octave/2.1.73/oct/powerpc-apple-darwin8.8.0/besselh.oct
[snip]
.//libexec/octave/2.1.73/oct/powerpc-apple-darwin8.8.0/strptime.oct
.//libexec/octave/2.1.73/oct/powerpc-apple-darwin8.8.0/svd.oct
