Hello there!
The MONO project website listed the project dnAnalytics which provides extensions to numerical libraries to work on top of .NET / CLR. More at http://www.dnanalytics.net/
If anyone is trying to write an implementation of Octave over .NET / CLR, I guess this is the chance.
As a matter of fact, this issue was hinted at, in the Octave2006 meeting, this April 21st.
