New octave-forge-for-windows release: Cannot find octave-forge library functions?

Hi,

I just installed the new 2.1.73 octave forge for windows release, thanks for
making it available! However, some things don't work and I traced it down to
octave not finding a number of octave forge functions. For some reason all
functions contained in "C:\Programme\GNU Octave
2.1.73\lib\octave\site\oct\api-v13\i686-pc-cygwin\octave-forge" are not
found (they ARE installed, though). This path is NOT contained in
DEFAULT_LOADPATH, only the part
":/usr/lib/octave/site/oct/api-v13/i686-pc-cygwin//".

Can you tell me why this happens and where I can fix it?  I tried both the
2.1.73-0 and 2.1.73-1 installer and yes, I DID remove 2.1.50 version before.
