It has been many years since I had to specify path to octave-forge
manually. It is definitely not needed for HPC octave versions
2.1.71 nor 2.1.73. So I suggest to start with empty octaverc and
add stuff which you find is needed. For gnuplot, it is better
to add
set mouse
to ".gnuplot" file.
