You're options would be
1) use control panel->system->Advanced->Environment Variables
to modify the path
or
2) put the imagemagick binaries in
C:\program files\Gnu Octave *\bin
or whereever you put octave
BTW, the version you're using (2.1.42) is now about
four years old.
