Smaller Octave for Windows package.

I changed the compressor to lzma and the package is now at 23Mb. I also 
changed the shortcut a little bit to make rxvt look more like a 
"traditional" shell (with the scrollbar on the right). I'll add a serial 
to the package filename to reflect changes.
