You are free to do this if you wish, but why?  One of the goals of
Octave is to provide a free alternative to Matlab.  It is not intended
to provide improvements to the proprietary Matlab.  So I would ask
that you consider why you would want to help improve a proprietary
system rather than improve the free alternative.  Maybe you believe
that by making this software available, you are helping Octave.  But
if so, can you explain how?
