Locally optimized lapack and blas libraries for octave on cygwin

The current octave install on cygwin depends on the cygwin lapack package,
which is designed to facilitate the build and installation of a locally
optimized lapack/blas library if the source package is installed.  This can
improve the speed of matrix operations by an order of magnitude for
medium-sized problems.

I am interested in receiving install reports from those octave users on cygwin
who wish to try this.  Please send any problem reports to this mailing list, or
optionally to the address@hidden mailing list.

To get started, assuming octave is already installed, use the cygwin setup.exe
program to install the source package for lapack.  This will unpack in
/usr/src/lapack-3.0-2.  You may want to move or copy this directory tree to a
personal directory before attempting the build.  Follow the instructions in
lapack-3.0-2/CYGWIN-PATCHES/README.optimize.  Note that the atlas software may
require several hours of compiling to produce a fully optimized library.
