Every installed cygwin package has a cygwin-specific readme file installed
under /usr/share/doc/Cygwin. For octave this is currently
/usr/share/doc/Cygwin/octave-2.1.71.README.
"Special Note" number 2 in this file explains the issue.
So yes, it is "detailed in docs".
