I don't know how to solve your problem, but I seem to remember that it's a font issue. Try changing the font of your terminal.

Anyway, you might want to upgrade to a more recent version of Octave. You can get 2.1.71 using cygwin

I currently have Octave 2.1.31 for Windows which is installed on a computer
with Windows 98. It is running satisfactorily on this machine. Recently I
bought a laptop computer with Windows XP, and I installed the same Octave on
it

When I launched Octave, I noticed that whenever I typed anything in the
terminal screen, each character is preceded by a vertical line, like a pipe
character. Is there any way to get rid of the lines? Otherwise, Octave seems
to run OK.
