Octave-forge is an "add-on" to octave. So you can install both. Basicly the code in Octave is of very high quality and is good documented, while the code in Octave-Forge can be more hackish and sometimes isn't very well documented.

my question is especially related to the problem of saving plots under
linux as described in

Simply install both octave and octave-forge and you should have the functionality.
