difficulty installing running Octave from CYGWIN

Hello,

I tried to run Octave after installing CYGWIN. I ran the Cygwin.bat file 
after installing the associated files from the internet. After typing in 
"startwin.sh" I received the message - "command not found".  I am wanting 
to run Octave in Windows XP but didn't get very far when trying to follow 
the instructions I downloaded.


Any assistance is appreciated,
