persistent vs static

persistent vs static |

Is there a difference between persistent and static? If so, the help
should reflect that. If not, could one of them be marked as depreciated
in favor of or a synonym of the other? It's just confusing to see both
with the same help and no information about if there are any differences.
It appears from
http://www.octave.org/doc/Persistent-Variables.html#Persistent-Variables
that static is just there for a synonym of persistent.
