octave-forge/main/miscellaneous/listen.doc describes the protocol.

octave-forge/extra/soctcl implements a connection to octave from Tcl.

octave-forge/main/parallel is a separate package which allows one 
octave process to communicate with multiple octave servers on different 
machines.
