I just built fann and octave-fann against octave 2.1.71 under Mac OS 
10.3.9. (I'll see about 10.4 later today).
The only problem I ran into is that there is no 'install' target in the 
Makefile. Where did you install the .m files? octave and octave-forge 
have a variety of paths for .m files. Maybe 
/usr/local/share/octave/2.1.71/site/m/fann/?

The install locations for .oct files are straight forward by 
comparison: 
/usr/local/libexec/octave/2.1.71/oct/powerpc-apple-darwin7.9.0/
