There is one at http://octave.sourceforge.net/Octave_Windows.htm but
it is now extremely out of date.  I think it also makes things seem
even worse than they really are.  For example, if you think my
directions for installing Octave on Windows are complex, you should
take a look at the ones in this document.  So it is probably not
really helpful now unless someone can make some major changes to it.
It would probably be better to remove it than to continue misleading
and confusing people who find it (the same could be said of some
documents on www.octave.org, so I will also try to work on that
soon).
