My experience is that the quality of Octave-forge functions varies, so 
the answer to your questions really depends on which functions you need. 
The advantage of octave(-forge) compared to matlab is that you have the 
source, so when things don't work you can actually fix them. This is one 
reason why I wouldn't use matlab for serious work.
