Unfortunaly I don't know. Gedit uses mimetypes to determine which syntax highlighter to use, but I don't think Octave sources have a mimetype. But if anybody knows the mimetype of Octave source files, I'll be happy to fix the syntax highligt file for Gedit.

Could you just add a line like the following to /etc/mime.types ?

text/x-octave-m-file    m

Just a guess.  Someone will know!
