compile MPITB, octave 2.1.69

Hi Javier, Thomas and list,
The attached Makefile.env gives a working MPITB with Octave 2.1.67, but leads 
to missing symbol errors with 2.1.69. Just in case anyone knows what changes 
might have provoked this and how to fix the problem. The error follows.
