There is a non optimal 2.1.64 binary at

http://www.scicraft.org/?cat=3&page=9

which doesn't include ATLAS, FFTW, etc and also compiles with g++ 3.4.x which is known to have problems under cygwin due to the setjmp/longjmp exception handler.
