Define delay in a continuous system?

        Hi to all:

        I'm trying to define a continuous system (thought transfer function)
with octave 2.1 (running by Debian Sarge), seems that:

                Tf = e^(-10*s) / (1+20*s)

        So, how could I define the delay?
