A quick google search reveals that this question has been asked as 
early as 1995.  Unfortunately, the answer is no ...

There is a tool called "J-sim" that is advertised as a simulink-like 
tool for Octave: http://www.webeng.org/jsim.htm
I have no experience with J-sim.
