Neil,

mkoctfile is not an octave function - it is a operating system shell script and, yes, you need the C++ compiler and the include files to build your own functions.

Please take a look at the draft of a dynamically linked function cookbook that I have written

It is still evolving and is missing some paragraphs on exceptions and error handling. However, it will serve to get you started.
