I recently installed cygwin and octave on a Windows XP workstation
according to the instructions at the octave.org website.
Octave starts up but can't do many things; as far as I can tell, the
problem has to do with search paths not being set up properly. It looks
like the octave functionality is spread out over a rather large directory
tree, and the default configuration of the program does not correctly
handle this.
Can you offer some advice on how to get octave set up properly on my PC?

Did you also get octave-forge?
If you install cygwin just to use octave, perhaps you can consider the
win installer here
http://sourceforge.net/project/showfiles.php?group_id=2888
which will give you less trouble.
