installing octave-2.1.54 on Mac OS X 10.3

When I try to configure the octave-2.1.54 package for installation, I 
get the following error:

checking for dummy main to link with Fortran 77 libraries... unknown
configure: error: linking to Fortran libraries from C fails

How do I fix this?
