once more, google helps to find some answers. Searching for
"systat file format" returns one page

containing two files of "legacy SYSTAT file reader source" code,
both in Fortran and C. I guess the later should be easier to
interface to Octave.

There is also a program called "DataLoad" by David Baird available at,

that reads Systat files and is able to save in several formats,
unfortunately. Beware that, although it is distributed at no cost,
this program is not open source. The original web page mentioned
in R mail list does not seem to be available as of now,
