I went through the steps for installing octave and hello.cc is working and hence it does have dynamic linking capabilities. I must have missed a step. Thanks jwe

The readme file is the "README.windows" @ ftp://ftp.octave.org/pub/octave/
this readme file is the same as the one that came with the octave version octave-2.1.50. @ ftp://ftp.octave.org/pub/octave/bleeding-edge/ . The source code compiled is octave-2.1.50.tar.gz.
The version of window am working on is windows XP

Which readme file? What version of Octave do you have? What version
of Windows?

I had success doing everything until I
| got to the part below:
| cd examples
| mkoctfile hello.cc
| octave
| ...
| octave:1> hello
| Hello, world!
| the mkoctfile hello.cc gave an error, putting this symbol "^" underneath the
| "o" in hello.

What error message was displayed?
