dynamic linking capabilities

dynamic linking capabilities |

I downloaded octave to my computer operating on a windows platform. I follow
the readme file to install octave. I had success doing everything until I
got to the part below:
cd examples
mkoctfile hello.cc
octave
...
octave:1> hello
Hello, world!
the mkoctfile hello.cc gave an error, putting this symbol "^" underneath the
"o" in hello. I feel that the dynamic linking capability somehow is not
working. Does anyone know why and/or what I need to do correct this error. I
wanted to make sure that this capability is in existence before I start
working on a bigger project that involves the use of this capability. Thanks
