You can download octave for mandrake 9.2 from the link below:
ftp://ftp.mirror.ac.uk/sites/sunsite.uio.no/pub/unix/Linux/Mandrake/Mandrake/9.2/contrib/i586/
You will probably need
libfftw2-2.1.5-2mdk.i586.rpm
libfftw2-devel-2.1.5-2mdk.i586.rpm
libblas3-3.0-8mdk.i586.rpm
libblas3-devel-3.0-8mdk.i586.rpm
liblapack3-3.0-8mdk.i586.rpm
liblapack3-devel-3.0-8mdk.i586.rpm
which are located in the same directory.
