You could try any of the shareware text editors. I like Ultraedit, you can
view (Hex ASCII) and edit binary files but I've listed a few for you to
follow up.
General Purpose Text Editors
Ultraedit http://www.ultraedit.com/
TextPad http://www.textpad.com/
Specialist Hex Editor
WinHex http://www.winhex.com/
NB WinHex is probably the best for editing as it is easier to delete /
insert bytes.
