Good news for ATLAS (Automatically Tuned Linear Algebra Software) Users:

Starting with ATLAS 3.5.11 and the latest CYGWIN (1.5.1-1)/gcc (3.3.1-2)
builds "out-of-the-box", without the need for switching to gcc2.

If you are uncomfortable with using the bleeding edge ATLAS, then read the
ATLAS errata info for how to build 3.4.2 under CYGWIN:
