I had the same problem compiling 2.1.49 on a vanilla redhat 9.0 system. After reading the previous posts, I succeded in compiling by replacing the original blas-3.0-20.rpm with blas-3.0-21.rpm which I found on 

http://speakeasy.rpmfind.net//linux/RPM/rawhide/1.0/i386/RedHat/RPMS/blas-3.0-21.i386.html
