Cygwin is GNU GPL. The means that if you modify it, and then redistribute,
you need to make available the modified source.

By posting the modifications of cygwin source somewhere, and noting that
location in the executable package, you will be GPL compilant.


Octave is freely available under the terms of the GNU GPL.
