I just installed Octave 2.1.35 on latest Cygwin, and my info files seem to be built and working without any hacking required, including "help -i" in Octave. The latest Cygwin has a proper "info" executable in /usr/bin/info.
Have you tried running "install-info" (available in recent Cygwin releases) on the octave.info-* files? Alternatively, you can try re-running make on the source doc directory.
